CSV Import to Excel not consistent

I download data from a website as CSV file. When I open the data in excel, it automatically parses it into columns. My colleague who also has Excel 2013 opens the file and it shows up as one cell per row and if he tries to manually convert text into columns, he doesn't always get consistent results.

I checked all the options and we both have the same settings. I can't figure out what the problem is. Is there a setting he needs to change in order to open in excel already converted into the right columns?

CSV Data:
A1: "Name","Email","Cities"
A2: "John Smith","johnsmith@yahoo.com","New York, Miami, Atlanta, Chicago"
A3: "Mary Jones","maryjones@gmail.com","Boston"
A4: "Dr. Rick Martin","doctorrick@email.com","I do not like to travel
But I can drive within 25 miles
I am available immediately"

Right Conversion:
A4: Dr. Rick Martin
B4: doctorrick@email.com
C4: I do not like to travel But I can drive within 25 miles I am available immediately

Wrong conversion:
A4: Dr. Rick Martin
B4: doctorrick@email.com
C4: do not like to travel
D4: But I can drive within 25 miles
E4: I am available immediately

Note that some answers include a paragraph in them, my data conversion includes Mr. Rick Martin's comments in one cell, my colleague splits it into several cells when he manually splits them.
