Critical Memory and Avaible Resources for Large Excel Files

Im running a Dell XPS latest processor, 32gb of ram and a solid state hard drive. When I try to open an excel file, 400mb, Im getting a critical error that says I don't have enough resources to open the file. My hardware profile is strong, is there a system resource file or swap files or anything I'm over looking that needs to be checked? I would appreciate a step by step walk through on how to solve this issue.
