Creating Drop Down Menu

Hi
I have tried to create a Drop Down Menu and I have not been successful thus far.
I have listed the words I want represented in a column (Column B Row 24-30)
The title is OUTCOMES
This is the formula I am writing into Data Validation =Outcomes!B$24:$B$30
but it is coming up with an error message. I am brand new to using formulas so I am hopeful someone can please support me through this process where I can also learn what I am doing wrong.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
Go the cell where you want to have the drop down choices for selection...e.g., cell A20. Click on Data Validation (in the Data Tools group), then select Data Validation from the choices offered. Once that
small popup window appears, choose Allow: List, confirm that In-cell dropdown is checked, and then in the Source field, click in the empty field to activate it, then use the mouse to select your range B24:B30.
Click OK, and you should have a dropdown arrow appear when you click in cell A20. And if you click on the dropdown arrow, your choices should appear for selection.

Alternatively, if you have formally assigned the name OUTCOMES to the range B24:B30 (using the Name Manager or Define Name feature), then the Source field would be simply =OUTCOMES
