Creating Cost Estimate Worksheet

Hi there,
I'm trying to create a cost estimate template to use for our future work. Namely what I am having issues with is travel expense. I have a huge data set on per diem, avg. flight costs, and hotel costs by State, entry city, and county. I would like to be able to enter the state, then go to a limited list of cities, and then counties for that entry city. Once those are all selected, the right per diem, flight and hotel costs would all be pulled out. Is this possible?

Any help is appreciated. Thank you.
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
