Create excel file template that could be updated automatically like an app while raw data unchanged?

I have been having problems that once I add or remove cells on Workbook1, then I have to do the same thing on Workbook 2 and sometimes there are not only few cells added or removed. The problem is that I'm too lazy to do so cos there are so many look alike workbooks that i have to work on while the the raw data of those workbooks are different.

I wish that I could create my workbook like an app, once app is updated, every user have the same look alike app while their raw data unchanged. Is it possible?
