Create Array - changes all cells to single value

Hi there,

I'm using XL2003 on XP.
trying to create arrays to use with =frequency().

according to help to create the array I should
  • highlight the data
  • press f2
  • press control-shift-enter.

When I do that the highlighted cells all change to a single value (the value of the top cell)

I'm sure this is something simple - like I've bumped the insert key on my keyboard, because it wasn't doing it yesterday. but I've been searching all afternoon, and cant find the answer.
