Create an Assignment Schedule/Plan

I would appreciate any help to create a mechanism to distribute assignments to a group of people.

10 People
22 Assignments (same assignments monthly but not repeated by any one person until has done all 22)
10 instances of each (same) assignment to be done by each person
OK that people be assigned portions of some assignments to attempt keep distribution approximately even; that is about the same number of instances per person
12 months of assignments

Not enough information, I understand that are 220 intances a year to distribute among 10 workers?

Thanks for your interest in my question. How about this...

Every month I must evaluate 22 forms using 8 people--lost two. I need assign, randomly, monthly, at least three forms to each of the 8 people. While the math works out to 2.75 I will just round up to three forms per person. When a person(s) is absent may have to assign more than three per person. At some point in the year they will repeat forms--no problem. So I think of it this way:

Person 1, Jan, forms 1-3
Person 1, Feb, forms 4-6
Person 1, Mar, forms 7-9
Person 1, Apr, forms 10-12
Person 1, May, forms 13-15
Person 1, Jun, forms 16-18
Person 1, Jul, forms 19-21
Person 1, Aug, forms 22-2 (starting over at form 22, 1, 2)
Person 1, Sep, forms 3-5
Person 1, Oct, forms 6-8
Person 1, Nov, forms 9-11
Person 1, Dec, forms 12-14

Person 2, Jan, forms 4-6
Person 2, Feb, forms 7-9
Person 2, Mar, forms 10-12
Person 2, Apr, forms 13-15
Person 2, May, forms 16-18
Person 2, Jun, forms 19-21
Person 2, Jul, forms 22-2 (starting over at form 22, 1, 2)
Person 2, Aug, forms 3-5
Person 2, Sep, forms 6-8
Person 2, Oct, forms 9-11
Person 2, Nov, forms 12-14

I hope this sheds more light on my challenge. I want to be fair and even-handed while making sure all 22 forms are evaluated monthly throughout the year and all persons eventually evaluate all forms. Thanks again.

So you need a formula to do some thing like this for different amount of Workers?
