Create an ArrayList until certain value is reached

Hello,

I have a file with a pivot table and I need to filter with 2 values as a start and an end, but I also need in between numbers. Can only go from 1 to 12. I can't do the in between because they are in the pivot actual filters so I have to check and uncheck them one by one.
So i would always start at 1, and if my second digita is 7, I need the array to have 1 to 7 so I can filter the pivot automatically

Also, fyi the start (1) will be in cell B17 and end value will be in B9
