Create a custom format

Hi everyone, so I have here a code that omits special characters and converts phone letters into numbers.

What I want to do now is to create a phone format that only accepts values that are exactly 10. The format goes like this "###"-"###"-"####" and if ever that the count exceeds, then count starts from right, because mostly the exceeding characters are the country code. Any help would do! Thanks!
