Counting with COUNTIF

Hello,

I am having problems calculating with function "COUNTIF". According to the given data I am supposed to calculate the number of calls for each
minute in the Busy hour(60 minutes) using "COUNTIF" function in excel.

For example - if I take minute number 2 (between 60-120 seconds), it is needed to count the calls that started in minute
nr.1 and "reach" minute nr.2 + the calls that started in 2nd minute. That is for example call number 1, 2, 3, 4, 5 but not number 6.
Beginning of each call is "Arrival time is Ta" in seconds, and the calls end is "Sum Ts(service time) + Ta".
Same thing is for minute 3, 4, 5 and so on.
