Counting how many times a due date is missed each month

I have a tab on a worksheet, call it tab B. It has a date issued, a goal close date, and an actual close date. I have another tab, call it tab A. That has the months listed in a row. I need to be able to count each time a date is past goal and put that under the month it was missed in tab A. I really hope I could get some formulas to use. Or ideas.Thanks in advance.

Maybe something like this I have added a row at the top of Sheet A to contain the month number.
