Counting formula based on at least four conditions

My problem is counting based on 4 conditions - two of the conditions are that those columns are less-than-one, blank, or zero. (Pivot calls them 0, the raw data table has them blank.)
I have tried VLOOKUP+VLOOKUP and SUMPRODUCT and COUNTIFS and am not getting the correct answer. (With SUMPRODUCT, I’m usually getting a #VALUE error.)

The data set looks like this:

In this example, the results for "100% Associates" should be:
Central - 2 clients with 100% of the work assigned to associates.
(The other Central clients have no associates or a mix of associates and staff with both training levels.)
East- 1 client with 100% of the work assigned to associates.
South -2 clients with 100% of the work assigned to associates.
The counts for the first and the last two columns are fine.
"100% Associates" is driving me insane. I've tried several things both pulling from the raw data set and from a pivot.
The formula needs to show the number of clients in each region that have only associates assigned. That is, the column for associates should have a number and the columns for Dial-up Training Staff and Staff should be 0 or blank (depending on if I pull from the data or a pivot.) (The count of Associates and Staff is not important; we are only counting the number of clients with only associates assigned.)

Thoughts?

Formula doesn't have to be COUNTIFS, SUMPRODUCT, or VLOOKUP - that's just what I've tried so far.

For what it's worth, Excel does like to correct my SUMPRODUCT formulas so that there is not a comma or asterisk between a set of conditions, and then give me a #VALUE error. Why Excel will offer a correction that will not work is beyond me!

As an extra wrinkle, I suspect I may need to breakout not only by sector but also by project manager (no one has asked, but I have a hunch the summary may ultimately need a five-condition formula. Anyone ideas about that welcome.)

Genius! I think I was putting a space in my " like "SPACE" instead of just "". Or maybe Excel didn't like all my -- coercers.
