Counting dates in September in a range and

I have 6 dates in a medium dare format and am trying to count the number of dates in September by using month = 9 and then adding it to if they gave been paid “No.
Was thinking of doing some code below

=if(month($A$2:$A$7)=9”,1,0)
However am getting a value error
Anyone got any ideas

Test for Multiple Conditions in IF?
Use AND(test, test, test, test) or OR(test, test, test, ...) as the logical_test argument of IF.
=SUMPRODUCT(--(MONTH(A2:A7)=9))

Although you might want to add in a year as well:

=SUMPRODUCT(--(MONTH(A2:A7)=9),--(YEAR(A2:A7)=2017))
