Countifs Index Match formula

=COUNTIFS(INDEX('location 1'!E7:AI106,MATCH(C6,'location 1'!C7:C106),MATCH($E$3,'location 1'!E3:AI3,0)),"A")

I cannot get this formula to work for the purposes intended...

I need a value of 3 be calculated.. i noticed i forgot the ',0' in the first match... but the results the same.

I am guessing since its a matching. its taking the first match and basically isolating the first row and column that turns up but I need it to capture several rows with the same identifier.
