I am trying to use a countifs with percent ranges
Example count a range with numbers 95% through 99.99%.

So 94.99% and below wouldnt be counted nor would anything 100% and above.

The important thing to understand is that percentages are really decimals between 0 and 1.
So, if you wanted to do it without the percent signs, you would use decimals like this:

[COLOR=#333333]=COUNTI[/COLOR]FS(A1:A500,">=.95",A1:A500,"<=.9999")
