Countifs formula query

Why is this formula not returning a value when I can see from the data that there should be a count:
=COUNTIFS($A$3:$A$10968,CD3,$AH$3:$AH$10968,"<2017")
I'm looking to count units in column AH that are older than 2017, the formula returns zero.

Does it just contain the year, or is it a date that is formatted to just show the year?

Try the following problem solving tips, I think this might be an issue of the format of your criteria not matching the format in the data range.
  • make CD3 an absolute value
  • copy the text of the criteria you are looking the count for from column A and paste it in the exact same format in cell CD3.
  • Make sure the format of the dates in column AH is the same format as the criteria "<2017"
