Countif with Date Criteria

Is there a way to count cells if the date populated is equal to or less than a defined date? if so, can somone provide the syntax?

Copy PDF to Excel
Select data in PDF. Paste to Microsoft Word. Copy from Word and paste to Excel.
Assuming your dates are in column A and they are to be evaluated against the date in B1:

=COUNTIF(A2:A100,"<="&B1)

It is the concatenation operator, so it is appending the value of B1 to the end of the <=
