countif paren issue

I need to produce a count based on 3 criteria.
If column c > 0 and if column c < 7 and if column b = david

Here is my latest try
=(COUNTIF(C2:C17061,">0")*AND(COUNTIF(C2:C17061,"<=7")))*AND(COUNTIF(B2:B17061,"david"))

The first 2 countifs are being evaluated correctly and returning the correct count. However, the third countif is not being evaluated at all. I think its a simple paren thig that I'm just not seeing.

All thoughts welcome!!
