COUNTIF not working

In my DEV tab I have a column which includes a look up that will be £0, <£10,000, <£100,000, <£1,000,000, <£10,000,000 or >£10,000,000.

The formula I am using is
PHP:
=COUNTIFS('DEV WIP'!J:J,"<£10,000,000")
- however, this is not counting - please help!

When you put "" around a number it becomes text. "1" does not equal 1 since one is text and one is a number
