I have a spreadsheet as follows

Worksheet 1
Column A = list of dates
Column B = List of names
Assume A1 B1 are the 1st cells with the data

In Worksheet 2 I have Say column A with the same list of name and column b (B1) I want a formula that says

Look at the list of dates and count how many times the person in Worksheet 2 Cell B1 is shown prior to the date shown in Cell $C$1 (worksheet 2)

Excel Facts

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
Try this formula in B1 on sheet2 and copy down:
