COUNTIF function behaving erratically

Hello,

I'm trying to use the simple COUNTIF function to count several columns of numbers but for most columns the function is skipping one or two cells. I have double checked that there aren't any spaces on either side of the number, and have checked the format of the cell but I still can't get it to count it.

Interestingly if I change the value in the cell to a different value (i.e. from "7" to "3"), the function counts the "3", but also counts an additional "5", which takes the sum of all the counts to more than the number of cells that are being counted (i.e. counting the frequency of numbers 1-9 in 26 rows, and the sum of the frequencies comes out at 25 when the offending cell contains a 7, but changes to 27 if the offending cell contains a 3).

Any idea what is going on here?!
