CountIF formula with multiple conditions

=COUNTIF(MASTER!$AT$4:$AT$1000,">.80")-COUNTIF(MASTER!$AT$4:$AT$1000,"<.90")

I'm trying to get excel to count a column if value is greater than 80% but less than 90%. What is wrong with my formula? It comes back with way too many so I know it's incorrect.
