Countdown based on two columns

Hi All,

I'm looking for a formula that will create a countdown so my team know how long they have to review certain data.

All cases need to be reviewed in four working days at the latest.
Column A contains the date & Time the case was submitted.
Column B is for the initials of the person reviewing the case, so if it is blank then it needs to be done.

I would like a visible countdown which will show the number of days left before the next case reaches its deadline, for example:

Current Date & Time: 30 Nov 2016 09:00

Column A Column B
28 Nov 2016 14:00
27 Nov 2016 13:00 TP
26 Nov 2016 09:56 MW
26 Nov 2016 10:00

So ideally the rows which contain initials in column B would be ignored.
The formula would then find the date closest to the 4 working day deadline and display the result, in this case 0 Days 1 Hour (or a similar format, even decimal places of a working day would be fine.
