Count Page Breaks

I need to create a TOC that is on the same worksheet that a report lives on as the end result of the desired format is PDF...

I'd like to know if anyone knows of a formula (not VBA) that will count at what line a page break starts and finishes... Each page is set as 11 columns wide and 60 rows long... However with sub headings like 4.2, 4.2.2 etc, it's not reasonable to count rows and round down.

Any ideas?
