Count # of instances meeting criteria that aren't uniform

Is there a single-cell formula that I can use to count the number of times a value in range F5:F128 is >= to H5:F128, and also where symbols in range C5:C128 <> symbols in M5:M15?

Trying to do it with a formula & not VBA or helper columns; also prefer it to be dynamic so that it will accommodate changes to the list in column M.

How about
Excel Formula:
=SUMPRODUCT((F5:F128<>0)*(F5:F128>=H5:H128)*(ISNA(MATCH(C5:C128,M5:M100,0))))
