Count number of records on each page of a report

I have a small database (approx 130 records). The records are grouped by levels 1, 2, 3, etc. I created a report that shows each group of records on one page. Level 1 has 21 records, Level 2 has 16 records, etc. However, when I put in the "count" formula in the page footer, it consistently comes back with the same number of records per page (i.e., 24) no matter how many are really on the page. What am I doing wrong?

MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
It's hard to do on a page because the Page Footer is useless for calculated fields -- for some reason they either return errors or incorrect values. You can, however, count records in a group by putting a custom TextBox in a group header or footer. Here's how:
1. Create an unbound TextBox. Make its ControlSource "=1" (without the quotes), and place in a group header or footer.
2. Set the RunningSum property to Over Group.

Modification: If you want each record numbered, place the same TextBox in the Detail section.
