would this be a situation for countif or something else?

Column A I have a column full of unique customer identifiers and column B I have a list of owner names
so for example column A has A00000076678 and Column B has Joe Smith
I need a formula for how many unique customer identifiers in column A are associated with Joe Smith from Column B
