Count IF Formula Between two dates

I have this data below and when I input a date in column A (Cell 9) I want all the numbers due on or before that date to appear. I have been able to do this with =IF formula but i have to it makes it challenging having to reference the same cell and it also creates unnecessary spaces.
This is my current formula
=IF(A2<=(A10),Accessions!B2,"")
