For the Above data I would like to count (using a formula) Number of kumar in needs stage that is later than 2011.

Presuming your data is in A1:E21 then in:-
F2 enter Kumar
G2 enter Needs
H2 enter 31-Dec-13
I2 enter =COUNTIFS($A$2:$A$21,F2,$B$2:$B$21,G2,$C$2:$C$21,">"&H2)
