Count a combination of numbers in a range

I am trying to see how many combinations of 1 & 2 are in a certain range: I have uploaded a picture of the ranges and formula i am using. Can anyone tell me what I am doing wrong?

The results I am getting is a combination of the first count being deducted from the 2nd count. See the image.
