Copy selected cells, paste with inserted rows

:)Hi Group

I have been researching for days and trying different things to get a copy and paste to work. I could really use a little help from the gurus. In the attached picture, the ideal scenario would be if the cells R2:V27 is True than copy to E28:I35 AND if the row count is greater than 8 add and paste additional rows.

Single sheet called "Cover Sheet"
Table 1 is called Liabilities and has 26 rows with range R2:V27. Each row has a form checkbox at the end.
There is also a form control button called "Copy selected payoffs"

Table 2 on same sheet is called Payoffs. Its 8 rows with a range from E28:I35

When the control button "Copy Selected Payoffs" is clicked, copy all rows in Liabilities with the checkbox marked "TRUE" and paste into the table labeled "Payoffs" AND IF the selected cells exceed 8 insert additional rows to Payoffs

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
