Copy linked formula but skip rows

I have three spreadsheets I am hoping to link to one main one, with the dates and 3 locations (FH, SH, WTN) down the rows, and variables along the columns.

On the summary spreadsheet, I can link the data for the first location (eg. in C4), but then when I remove the $ on the row, then paste it for the next date (eg. cell C7), it skips rows and ends up at B7.

it sounds like it may be doable with MOD or OFFSET? Any help would be much appreciated

Excel Facts

Square and cube roots
The =SQRT(25) is a square root. For a cube root, use =125^(1/3). For a fourth root, use =625^(1/4).
