Copied data lost after alt tab to another workbook

Often, when I copy data in one workbook, then alt-tab to another workbook, and keystroke alt-e-s-v to paste just the value, the copied data is gone from the clipboard, and I end up keying in "esv."
I'll retry several times, sometimes with success, other times, I end up ctrl-c'ing, then alt-tab'ing and using the mouse to paste the value, which is a PITA.
Is this a bug or am I doing something wrong? I'm experiencing this in Excel 2007 and 2010 on XP, Vista, and 7, but never had that problem with Excel 2002.

Three semi-colons will hide the value in the cell. Although most people use white font instead.
