copied cells adopt format of referenced cell

I want to enter a value into a cell, change the format of that cell and have any linked cells (is that the correct term?) change to the same format automatically.


For example...I enter a value in a cell, change that cell from a 2-digit number format to a 0-digit number format (a whole number). The cells that are referencing that cell would automatically adopt the new 0-digit number format (and show whole numbers not 2-digit numbers).


Later I may change that first cell to a different value and a different format - so I would want any cells referencing that cell to change to match the new format.
