Converting general format to date

Hi guys I have general column with data that represents date but the format cell type is general I want to convert that data to date format. The problem that I am facing is excel by default puts wrong date considering the Jan 1990 start date.

Example : want to convert 40317(general cell format) to 4/03/17

Formula copied down, format result cells as Date.
