Converting decimal number to time (Hours:Min)

I am using Excel 2002 and I am trying to convert a column of numbers that are formatted number w/2 decimal "15.00 or 12.75" that represent a 24 hour timeframe. I am trying to use the time format of hh:mm but all of the time formats are changing the output to 12:00 no matter what the initial value. Any clue as to what format I need to use?

Excel Facts
