Convert Quarter to Monthly payments by using offset formula

I have the following costs distributed on a quarter basis for a period of time.

I would like to convert quarter payments into monthly even payments. I have used a combination of offset and match formula, however it seems that I miss something.

OFFSET($L21;;MATCH(YEAR(J$29)&MONTH(J$29);YEAR($L$6:$Y$6)&MONTH($L$6:$Y$6);0)+ROUNDDOWN(J30/3;0)
