Controlling the Toolbar/Access security

Hi,

In order to limit the features available to users of my Access application, I made changes to the toolbar and also made sure that the user is using the same workgroup file that I waas using at he time of making the toolbar changes. The results works as required on my machine but does not work on the users PC. What could be wrong? Does the workgroup file store these changes (ofcourse in addition to information about users etc.).

Please help as I have spent many frustrating hours trying to solve this problem.
