Consumption Cell Charts

I want to use cell charts to visually show me how much of a specific budget item I've consumed. That way I can quickly look at the budget and know my consumption. I know I can use percentages and conditional formatting of the percent to do this, but I was hoping for something more visual.

Let's say I've got a Fuel Budget Line. For the month I've allocated $200 to spend. So far in the month I've spent $100. I'd like to use cell charts to show that half of the budget has been consumed and as I continue to consume that budget line the cell chart continues to increase. If possible I'd love to set up a stop light type system where the cell chart is green, yellow and red depending on how close I'm getting to the budgeted amount.

I've tried searching for possible solutions but have come up short. If this has already been addressed in a previous thread, please help point me in the right direction.
