Is there a way to do a conditional format on DATA? Example if I have a sheet with projected hours worked and its up to Managers to update the hours. Can I use conditional formatted to know when/if someone makes changes to the data?

Hope that makes sense

Excel Facts

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
Conditional Formatting cannot compare cell values to what they were previously (unless you are storing those values in other cells).
It can only run on the current content of the cells (with no memory of what they were previously).

If you want to highlight cells as they are changed, you would use VBA, specifically a Worksheet_Change event procedure code, which is VBA code that automatically runs as cells are manually updated.
If you are interested in that type of solution, please provide more details, such as the range of cells you want this code to watch and run against.
