Conditional formatting

I entered a simple formula: =h23>g23 and chose a format, but it did not work. I found that Excel had automatically surrounded my simple formula with quotation marks. When I edited the conditional formatting rule by removing the quotation marks, it works fine. Why is Excel adding them?

Actually, I did use an = sign - same thing happens

i often get that error - but when i edit , it solves the issue - I have not seen a trend as to why - for example I may enter the same formula with a minot change and one may get "" around
