Conditional formatting

I would like a colored row on a certain date to turn from red to yellow, how would I format that?

Select the whole row, go to Conditional Formatting, select the Formula option (last one), and enter this formula:

=today()>=date(2019,8,23)

(changing the date to whatever date that you want)
Then select the yellow fill option and select OK.

That should do what you want.
