Conditional Formatting

I have a spreadsheet that tallies the amount of fuel purchased and used each month. At the top of the spreadsheet, the user is supposed to enter the equipment number and then in each day of the fiscal month, they enter how much fuel was used. The purchased amount has its own column. Sometimes, the users forget to enter the equipment number, so I'd like to use conditional formatting to highlight the cell if it is blank and there is quantities in the column. I've tried the formula below, but it is highlighting the cell regardless of whether there are quantities in the column. The highlight does go away if I put an equipment number in the cell.

=(B$8:B$35<>"")+(B$6="")
