Conditional Formatting with Dates and Number

Hello Excel Gurus,

Just need some help with conditional formatting. I have a spreadsheet with column headers with weekly dates for example 07 July 2023, 14 July 2023 up until 24 June 2024. Underneath the Dates headers I have data in form of numbers. And my recent reporting date was 09 Feb 2024. I want To create a conditional formatting that any date higher then the reporting date and the Data on those dates should get highlighted with colour. Any recommendations or help would be much appreciated.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)

Thank you for your response, i followed the instructions , please see screenshot below , when I select and apply & confirm, it still doesn't work

You have the first cell reference as absolute, it should be partial.
Try
Excel Formula:
=L$10>$B$3
.
