Conditional formatting with colors in Google Sheets for graphs

Each week I calculate different metrics that are kept in a different tab to create the graphs below. I add a column with the new data and it will automatically update these graphs. What I am looking to help automate my process is for the colors of the graphs to change based on their goals. For instance in the middle graph, when I do this on next week for week 22 where the data will show 0, the color scheme should be Green/Yellow/Green/Yellow.

Currently I need to manually change the colors for each bar, but would like to input rules to change the colors automatically to the goals I have determined.

Is that possible?

If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
