Conditional formatting with boarders and Code not working when sheet is protected

So I am creating a incident log sheet which puts the time in column B when the merged cells in Column C:L are not bank it also should add a border to the row when it is filled in for a cleaner look.

I have code in the sheet to auto expand the row height of the merged cells.

All of this works until I try to protect the sheet to make tabbing more effective.

Can someone help me out and tell me what I am doing wrong.

Or is there a better way to clean this up.
