Conditional Formatting when all Fields = TRUE

I am trying to change the border of a group of fields once all the fields contain the word TRUE. I was trying to set up a formula in Conditional Formatting but I do not know how.

Press Alt+Enter to move to a new row in a cell. Lets you control where the words wrap.
set a formula in conditional formatting

select the range of cells - if say C2 to D20
then add a formula to conditional formatting =C2
and format to put a border round

that will put a border around the individual cells - not a group
I dont know how to do a group with just a border around the outside
