Conditional formatting using icon set to show trend AND colour coding of cell based on a %

Hi,
I have created a dashboard in Excel and have two columns of data (showing percentages or numbers) to show this month/last month figures. I then have a comparison column showing the % up or down based on a formula. Assigned to this column I have conditional formatting set to 'icon set' which gives me the % increase/decrease but with an up, down or same arrow at the side to show the trend. What I can't fathom is how to also add in a rule to colour code the cell on a red, amber, green basis to show red if below 85%, amber 85-94.9% then green as 95%+.
I can only get the cell to carry out the icon set formatting and am manually changing the colour of the cell to green, red etc. Is there a way to do this please?

dont use % - us a number
so Green > 0.95
Amber >0.85
