Conditional Formatting Plus/Minus a Percent

I am using Excel 2007. I have a simple conditional formatting formula that changes colors depending on if column F (Actuals) is greater than or less than column E (budgeted amt). Is there a way to have the formula be if Actuals +/- 5% > Budgeted amt change the color?

Hold down the Ctrl key while dragging tab for Sheet1 to the right. Excel will make a copy of the worksheet.
I'd do it with two conditional formats one for over and one for under...

#1 "Cell Value Is", "greater than", "=$C$14+($C$14*0.05)"
#2 "Cell Value Is", "less than", "=$C$14-($C$14*0.05)"

Set the colors as you see fit.

edit... of course I'm using 2003 so there might be some differences.
