Conditional Formatting one work book to another

Hello all,

I have two workbooks; #1 : "FUEL TRACKING WORKBOOK -> sheet QTY By Inv Customer" , #2 : "12.2017 Airport Fuel Billing -> XX-2017". (where XX = numeric month)

Workbook #2 sheet layout has three columns that may or may not all be filled out,

ACCOUNT 100LL 91UL JETA
USER 1 25.
USER 2 10.00 200.1
USER 3 5.6
USER 4

Workbook #1 sheet has this layout:
ACCOUNT JAN FEB MAR APR MAY JUN JUL AUG
USER 1
USER 2
USER 3
USER 4

What I would like to have happen is to use conditional formatting on workbook #2 to fill in an "X" on #1 if ANY of the cells for the account are filled in, or if ALL of the cells for any the account are blank to highlight the corresponding user on #1 . right now I am doing this by hand and it is very time consuming.
